Two waterfront homes sit less than a mile apart on the Moneta side of Smith Mountain Lake, both listed in the same price range, both with the same 24121 ZIP code stamped on the listing sheet. A buyer comparing them side by side would reasonably assume they're shopping the same market. They are not. One sits in Bedford County. The other sits in Franklin County. And that single fact, invisible on any listing photo, changes the tax bill, the rental rules, and possibly the school district before the buyer ever gets to the dock.

Smith Mountain Lake gets talked about as one market with one median price. It isn't. It's three counties that happen to share 500 miles of shoreline, and the county line running through the water matters more to a buyer's actual cost of ownership than almost anything on the spec sheet.

Why one lake answers to three different governments

Smith Mountain Lake was built by damming the Roanoke River, and that river is still doing its old job as a boundary. Bedford County holds the northern and eastern shore, including the Moneta, Huddleston, and Goodview communities. Franklin County holds the majority of the south shore, including Wirtz, Hardy, and Union Hall. Pittsylvania County claims only a small southeastern slice near the dam and the Penhook area. A buyer can stand on one dock and see three different sets of county rules within a few hundred yards of open water.

Same price tag, same square footage, a difference of well over a thousand dollars a year depending purely on which side of the river the parcel sits.

The rental rule hiding inside the "easy" county

That reputation is earned. It's also the reason Bedford is the one county with a rule aimed specifically at short-term rentals.

Bedford County's ordinance applies to any residential dwelling rented for periods of less than 30 days, and it kicks in for properties within 500 feet of the lake's 795-foot shoreline contour in certain zoning districts. Owners of those properties are required to have their septic system inspected or pumped out every five years, and any alternative onsite sewage system needs annual inspection. Franklin County handles septic maintenance through a general reminder system, a notification letter mailed on the anniversary of a property's last service, without a rental-specific trigger. Pittsylvania follows the state health department's standard guidelines.

The county that looks the friendliest to short-term rental income is the one with a specific compliance requirement tied to that exact use. A buyer planning to rent a Bedford County waterfront home by the week needs to know the septic inspection clock before closing, not after the first booking season.

One ZIP code, two school districts

The county line does something else that surprises buyers who assume a ZIP code means a single community. The Moneta ZIP, 24121, spans both Bedford and Franklin counties, and the county line at the lake is also the school district line. A home on the Bedford side of Moneta typically feeds the Staunton River pattern. A home on the Franklin side, even one with the same Moneta mailing address, feeds Franklin County Public Schools instead. Near Penhook, where the lake edges toward Pittsylvania County, the lines get harder to read from an address alone, and Franklin County redrew its elementary attendance zones in 2024, which means anything published before that point may no longer reflect current assignments.

A family choosing between two homes with identical addresses on paper could be choosing between two different school systems without realizing it. That's not a detail to discover after an offer is accepted. It's a detail to confirm at the parcel level before one is written.
